International Co-operation and Specialised Training Centre (ICSTC)

The International Co-operation and Specialised Training Centre (ICSTC) at the National Academy of Customs, Indirect Taxes and Narcotics, Palasamudram, serves as a premier platform for capacity building, international collaboration, and knowledge exchange in the fields of customs administration, narcotics control, and specialized domain training.

As the apex training institution of CBIC and a recognized Regional Training Centre of the World Customs Organization (WCO) for the Asia-Pacific region, as well as a recognized BRICS Centre of Excellence, NACIN is committed to developing world-class customs professionals equipped to address emerging global trade, enforcement, and governance challenges. Situated at the state-of-the-art Palasamudram campus in Andhra Pradesh, India, ICSTC provides a world-class learning environment supported by smart classrooms, simulation laboratories, advanced residential facilities, and modern sports and recreation infrastructure.

The Centre regularly collaborates with leading international organizations and partner institutions including the World Customs Organization (WCO), Asian Development Bank – South Asia Subregional Economic Cooperation (ADB-SASEC), Australian Border Force (ABF), Indian Technical and Economic Cooperation (ITEC), IMF-SARTTAC, and the Ozone Cell, Ministry of Environment, Forest and Climate Change, Government of India, along with other global agencies, to conduct specialized programmes on leadership, strategic trade controls, illicit trafficking, compliance risk management, environmental enforcement, sustainable governance, and international customs cooperation.

ICSTC conducts a wide range of national and international training programmes, bringing together officers and participants from multiple countries and institutions. These programmes focus on strengthening professional competencies, enhancing inter-agency cooperation, promoting best practices in customs enforcement, and fostering international collaboration in border management, trade facilitation, and institutional capacity building.

With its strong emphasis on excellence, innovation, and global engagement, ICSTC continues to position NACIN as a leading centre of learning, international cooperation, and specialized training in customs and indirect tax administration, contributing significantly to India’s vision of secure borders, transparent trade, and effective governance.
