Collaboration with Foreign Administrations

The International Co-operation and Specialised Training Centre (ICSTC) at NACIN, Palasamudram actively engages with foreign customs and allied administrations through structured bilateral partnerships to strengthen capacity building and international cooperation.

These engagements are institutionalised through Memoranda of Understanding (MoUs) with partner countries including Australia, Japan, Russia, Belgium, Maldives, and Vietnam, facilitating sustained collaboration in training, technical assistance, and exchange of best practices. ICSTC works closely with leading institutions such as ABF College (Australia), Customs Training Institute (Japan), Russian Customs Academy, and other partner administrations.

Under these frameworks, ICSTC conducts customised and on-demand training programmes in collaboration with foreign administrations and agencies such as US CBP, US HSI, and UK HMRC, focusing on key areas including customs enforcement, risk management, trade facilitation, and border security.

Through these bilateral initiatives, ICSTC promotes mutual learning, strengthens institutional linkages, and enhances professional competencies, contributing to greater harmonisation of customs practices and reinforcing India’s engagement with the global customs community.

NACIN, Palasamudram, in collaboration with the Australian Border Force (ABF) College, conducted a Multi-National Investigative Interview Course from 24–28 February 2025 at its Palasamudram campus.

The five-day programme was organised under the Memorandum of Understanding on Cooperation in Customs Capacity Building signed between the Australian Border Force (ABF) and the Central Board of Indirect Taxes and Customs (CBIC) in June 2023. The course was designed to enhance the investigative interviewing capabilities of enforcement officers through the internationally recognised PEACE Interviewing Model, developed in the United Kingdom and widely adopted by law enforcement agencies across the world, including Australia.

The training focused on building professional competencies in planning and conducting investigative interviews, communication techniques, information gathering, and ethical interviewing practices to improve enforcement outcomes.

The programme brought together participants from various CBIC enforcement formations, the Indian Coast Guard, the Department of Customs, Nepal, and the Department of Revenue and Customs, Bhutan, thereby fostering regional cooperation, cross-border knowledge sharing, and institutional collaboration in the field of customs enforcement and investigations.
